Ummm... well, no. He's not. Disfigured and pissed off, he turns to robbing old ladies to raise some cash.
No, seriously.
This issue is less satisfying than the last one, but there you have it.

Quick trivia question: Who was the first Batman super villain? If you answered "the Joker", you're not only wrong, you clearly didn't look at the title of this issue. Doctor Death isn't an overly exciting villain (at least for now), but its kind of cool to see Batman fighting someone other than a jewel thief. Also, Batman gets shot for the first time! Awesome! And Doctor Death looks like a balding version of Mirror Universe Spock for some reason. Which works for me.

By the numbers? By the numbers.

There's nothing wrong with this issue, just nothing really worth reliving, either. There's this jewel gang, and Batman is blamed for being in charge of it for all of two seconds before he brings down the gang. All this, years before Spider-Man got framed every other issue like this.

Back by no one's demand! Comics Caught in the Web returns today with the first ever appearance of everyone's favorite Caped Crusader!

Murdered chemical tycoons, business betrayals, and Bruce Wayne in a truly horrible yellow plaid suit are in store for us here in Batman's (or Bat-Man's) earliest adventure. Apparently in 1939 it was perfectly acceptable to have the Commissioner's rich, lazy friend show up to a murder investigation, but it's cool. What is not cool is Wayne's deplorable since of fashion. Seriously.

But hey, for a six page story from 70 years ago, its not bad at all. Bruce Wayne and Commissioner Gordon are both present from the start, and even though the costume is not quite right, it's good times.
